The Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is set to reopen for requests starting on March 30, 2022.

For FY ’21-’22, a fund of $196 million (£148 million, €178 million) is available to support HVIP voucher requests.

In addition, $122 million will be available for the Public School Bus Set Aside for Small and Medium Air Districts, while $65 million will be offered to fund public transit buses and $46 million will be available to support the purchase of Class 8 trucks for drayage operations.

Vehicle types covered by the funding include school buses, medium- and heavy-duty buses, step and panel vans, refuse and tractor trucks.

A valid purchase order (or other binding agreement) covering the vehicle sale is required prior to making the voucher request to HVIP.

Should voucher requests over the first 24 hours of the scheme opening exceed available funding, the funds will be assigned using a randomization process. In the case of school buses, applications which come from a ‘small air’ district and a disadvantaged community will be prioritised.

Dealers offering funds through the HVIP scheme are required to undergo related training. Having reduced the vehicle selling price by the voucher amount, the dealer then receives the HVIP funds.

Unless CARB approval is granted, no manufacturer can have more than 100 unredeemed vouchers at any time.
